Request for Proposal #ITS-01-21 Human Capital Management (“RFP”) issued by Middlesex County on behalf of itself and its partners has been cancelled in accordance with section 7(c) of the RFP for potential re-issue.  The County has determined that in potential consulting work, it would like to receive proposals for one long-term time period, subject to an appropriate termination clause, as opposed to multiple potential time periods.

SCOPE OF WORK

  • The purpose of this RFP is for the County to be able to identify the existence of interested proponents which possess the qualifications set out herein for the Project who will be eligible to provide responding submissions to the RFP (subject to modification or cancellation at the County’s sole and absolute discretion).
  • The townships, municipalities and organizations which make up Middlesex County currently operate a variety of systems and platforms for the purposes of Time & Attendance, Payroll, HRIS, and Scheduling.
  • Through this RFP, the County seeks to implement a Software-as-a-Service (SaaS) Human Capital Management (HCM) platform consisting of  Time & Attendance, Payroll, HRIS, and Scheduling. Through this unified, purpose-driven HCM platform, standardization and automation can be utilized in order to improve accuracy and find efficiencies in existing processes.
  • In the event an Agreement is entered into, the Successful Proponent will work with the County’s Project Team to identify requirements, and prepare a project schedule and work plan listing all key activities, milestones, timelines, communication protocols including the responsibility of each party i.e. Successful Proponent, the County’s Project Team, etc.
